In fact, the details of the deal was worked out months before he ever threatened increasing tariffs by 5%: “It was unclear whether Mr. Trump believed that the agreement truly represented new and broader concessions, or whether the president understood the limits of the deal but accepted it as a face-saving way to escape from the political and economic consequences of imposing tariffs on Mexico.”

Trump was in England for most of the week on a state visit, and celebrating the 75th anniversary of D-Day.
